Popper is probably the last century's most eminent philosopher, but this is really a book about politics and history. He talks about how governments change and evolve, how you balance human and economic freedom, and freedom vs. social responsibility, and other very practical topics.
Best of all, it's not a preachy book that has an axe to grind. It's not trying to suck you into the author's viewpoint with bad logic and emotional arguments.
